Extended Producer Responsibility
Extended Producer Responsibility is a responsibility given to the producers/importers to dispose or recycle post-consumer E-waste in accordance with the. The responsibility includes financial and/or physical – for the treatment or disposal of post-consumer products.
The framework to strengthen circular economy of waste, promote development of new alternatives and provide further next steps for moving towards sustainable businesses, the Government has rolled out different regulations.
The Government introduced E-Waste (Management & Handling) Rules, 2011. Two categories of electrical and electronic equipment namely (i) IT and Telecommunication Equipment and (ii.) Consumer Electricals and Electronics such as TVs, Washing Machines, Refrigerators Air Conditioners including fluorescent and other mercury containing lamps are covered under these Rules.
The rules requires estimating the quantity of E-waste generated from their end-of-life products, outlining a scheme for collection and channelization of their end-of-life products or products with same EEE code to authorised dismantlers/recyclers, estimated budget for implementing EPR, outline the scheme of creating awareness, declaration on ROHS compliance and submission of documents in this regard.
The government also introduced Plastic Waste Management Rules, 2016 for the responsibility for the management of the disposal of Plastic waste and have an efficient mechanism collection, segregation and transportation of the material.
Plastic waste is part of solid waste and for environmentally sound management of the product until the end of its life and following two rules apply to managing the plastic waste in the country;
(i) Plastic Waste Management Rules, 2016
(ii) Solid Waste Management Rules, 2016
Under the Rule Obligation of generators of plastic waste is
– To take steps to minimize generation of plastic waste
– Not to litter the plastic waste
– Segregated storage of waste at source and
– Hand over segregated waste in accordance with rules.
Registration:
Following entities shall not carry any business without registration obtained through online centralized portal developed by Central Pollution Control Board and shall not deal with any entity not registered through on-line centralized portal developed by Central Pollution Control Board.
(i) Producer (P);
(ii) Importer (I);
(iii) Brand owner (BO);
(iv) Plastic Waste Processor engaged in (a) recycling, (b) waste to energy, (c) waste to oil, and (d) industrial composting,
